Call to Order

Dr. Trapp called the meeting to order at 6:35pm. Mr. Charlier moved to accept the agenda; Dr. Mann seconded the motion, which passed unanimously.

Approval of June 12, 2003 Board of Health Minutes*

A motion was made by Mr. Charlier to accept the minutes of the June 12, 2003 Board of Health meeting, seconded by Dr. Mann, which passed unanimously.

Employee Information

Ms. Schaafsma announced the following new employees. Julie Hemp has accepted the Client Care Advocate position in the Breast and Cervical Cancer program. Since March she has been working as a temp from Manpower until recently when the grant created the full time position. Rebecca Greer, a recent graduate from Olivet Nazarene University with a major in Biology, started yesterday as a Sanitarian in Environmental Health. Ms. Schaafsma also informed the board of the resignations of Sue Lecuyer, Certified Health Professional in WIC, and Dawn Porter, Client Services Representative, and Heather Thompson, RN Case Manager. The decision to fill these positions has not been made yet due to the $170,000 cut this year in the Maternal Child Health grant due to reallocation of State monies. Ms. Schaafsma is hopeful that re-organization of job duties will help fill the vacancies.

Division Reports

Maternal Child Health

Ms. Stevenson provided information regarding the April 2003 HealthWorks review. Commendations were given for an excellent job. One performance standard for completing a Comprehensive Health Exam within 21 days upon entering custody was not met.

Chronic and Communicable Disease

Ms. Schaafsma explained that the "all points bulletin" reported over the weekend was due to a possible rabies exposure from bats in their hotel room for two people in Bourbonnais who had attended a concert in Wisconsin. The initial case was reported in McLean County and specifics on the names of the individuals possibly affected were not available. Thus it was necessary to put the article in the paper. In the end the individuals were identified and contacted and did start the Rabies prophylaxis.

Environmental Health

Mr. Bevis distributed a list of potential individuals who are interested in serving on the EH Advisory Board. Each of the different categories is represented including corporate, as well as, “mom and pop” establishments. An initial goal of the Advisory Board would be to establish a “rating” system that would be available to the public. Dr. Mann made a motion to accept the slate as presented for the EH Advisory Board with the addition of a representative from the Restaurant and Bar Association; seconded by Ms. Faber. The motion passed unanimously. A publication has been ordered to provide a quarterly educational newsletter to anyone who receives a license.

Ms. Faber asked for an update regarding the Bridlewood subdivision. Mr. Bevis replied that the residents are now dealing with the pond issues and the Planning and Zoning department at the County. The well in question is in the process of being corrected.

Health Promotion

KCHD was awarded a Women’s Health Grant to provide Cardiovascular Health Awareness for Women for $25,000.00. This Heart Smart program will be provided for up to 100 women at area businesses including K-Mart, ONU, and Aventis. Linda Hildebrandt will oversee the program which will include using a part-time staff member for one extra day per week.

The Kankakee County Fair will be held July 30-August 3. KCHD will have a table to provide outreach with information and handouts.

Administrative Reports

Financial Status

The May 2003 Financial report was presented. At the end of May (50% of the year) we have taken in 48.53% of the revenue and spent 46.09% in expenditures. Dr. O’Connor moved to approve the May 2003 financial report, seconded by Dr. Mann. The motion passed unanimously. The June 2003 Financial report was not ready due to finalizing end of the grant year expenses.

Ms. Schaafsma distributed a Grant Summary Chart for Fiscal Year 2004. Changes from the previous year were discussed. One noticeable difference is the reduction of the Family Case Management grant by $170,000. This change was to be expected as the State has reallocated monies to other counties based on the number of Medicaid eligible people.

The County has discontinued services at their print shop. Currently the Health Department is using Adcraft Printers due to a credit balance. Anything over 50 copies is generally “sent out” for printing including letterhead, envelopes, brochures, etc.

Old Business

Mary Scott, Emergency Response Coordinator for the State, will be starting next week. KCHD will provide office space for her in Administration.

New Business

Kankakee County Health Department will be participating in an outreach event in Pembroke starting on Thursday. Governor Blagojevich’s initiative, Team Illinois, is to target 4 underserved and impoverished communities in Illinois. Many of the State departments, including IDPH and DHS, will be providing information and other assistance/services for Pembroke. On Monday the Governor and Jesse Jackson will tour Pembroke. Wednesday will be a cleanup day with Teen Reach kids and other state staff. On Thursday, Friday and Saturday the health department will provide information/outreach.

Ms. Schaafsma asked the Board to cover Ms. Durell”s registration fee for the National Association of Local Boards of Health Conference held in Baltimore, Maryland, July 16-19, 2003. The fee is $295.00. Ms. Durell was planning on driving and staying at the hotel for two nights. The Board discussed Ms. Durell’s reimbursement. Ms. Turner made a motion to pay $295.00 for the registration fee, but postpone action on other reimbursement until reviewing the actual costs. Dr. O’Connor seconded the motion, which passed unanimously.

Ms. Schaafsma informed the Board that the Health Department allowed use of the conference room for family members and the fire department that were involved in the tragic accident Monday at the Roper building. The family members used the building throughout the afternoon and evening and appreciated having a place to go during their ordeal.

Thank-you’s were read from Illinois State University regarding Laura Shimanek’s intership, Momence Junior High School for Student of the Month donations, and from the Dorothy Circle at Asbury United Methodist Church for their tour/information.

There being no further business before the Board Dr. Trapp moved to adjourn at 8:44pm. Dr. Mann seconded the motion, which passed unanimously.
